Cut a piece of blue tag board that fits exactly inside a snack-size Ziploc bag.
On the front of the tag board write something like: "Something Fishy's Goin' On". Then, on the back write:
"Nemo has been found, come and see, and together we'll celebrate turning (birthday number) with me."
Underneath can be your kids name, Port (address), Cast-off (date), Dive time (start time), Resurface (end time), S.O.S (RSVP) with phone number and also "SEA you soon!!".
In each bag place a small amount of sand, some sea-life confetti, small shells, etc. Seal them up and place them in envelopes (preferably blue).
If you want to take this idea to a higher level (and the invitations will be hand delivered), after writing, laminate the tag board to ensure that it's waterproof. Then float it in a clear sandwich bag filled halfway with water and blue food coloring, some sand and small shells. You can then glue a fridge magnet onto the bags for the guests to put on their refrigerator.
Another variation is to take the invitation, roll it up, tie green seaweed around it (green raffia or ribbon) and put the message in a clear bottle. Add about 4 tablespoons of sand and small shells for more of the sea effect.

Here's an entire page full of Finding Nemo pictures, posters, coloring pages, and all sorts of other imagery to help you create awesome homemade decorations. Here's another hand-picked selection of great under-the-sea pictures...
You can also use the pictures to create a BIG Finding Nemo Happy Birthday banner (which always makes the birthday child feel sooooo special). And, it's lots of fun to make.
This awesome water gossamer is probably the best (and most inexpensive) investment you'll make for your party. It comes in three different watery patterns and you can use it to cover the furniture, walls, ceiling, table, etc., instantly and easily transforming them into a cool ocean.
From brown bulletin board paper (or a refrigerator box), cut out the shape of the underneath of a boat and hang it on the ceiling. Hang a poster-board anchor tied to a rope from the boat. Also, hang a fishing pole from the boat's side with a fishing line and a plastic worm dangling from it.
You can also hang teal, royal blue, sea-green and light blue crepe paper streamers of varying lengths from the ceiling to create the effect of being under the sea (you can glue cut-out fish to the ends and middles of these strips). You can also hang fishnets and on them hang fish cutouts and various sea-life creatures.
Hang cardboard fish and seahorses from a clear fishing line to appear as if they're swimming around, and sprinkle around the house various stuffed sea-life creatures. Make jellyfish from half-cut paper plates with streamers attached to resemble tentacles.
Make a giant shark mouth standee out of an empty fridge box. Gather the gang, get a few paints and brushes, enlarge this picture of a ready made shark mouth standee to help as you draw and cut. Aside from the family fun involved in making this standee, you'll have a wonderful photo-taking opportunity, great for your thank you cards.
Get a few rolls of brown paper (the kind used in houses that are under construction) and place it on the floor to give the appearance of a sandy ocean floor. Also, place lots of blue-shaded balloons on the floor to create an ocean effect. On the tables, put a blue tablecloth with green strips across and hanging down from the edges (for seaweed). You can add fish to the end of each strip.
Seashells can be used as table confetti. You can also cover the tablecloth with fish net.
If you have florescent lights, take blue and green crepe paper and cover the exterior of the lights so it gives the room a watery appearance. You can also buy some blue and green light bulbs to put around the house to really give the under-the-sea kind of feeling. Another good way to achieve this effect (if you are having your Finding Nemo party during the day) is to buy blue and green cellophane paper and cover all the windows in the house and enjoy the blue-greenish light immerse the house.
Get lots of bubble bottles and bubble guns and blow bubbles across the room while you watch the kids race around trying to pop them.
Top Tip! Before you buy anything online, make sure to check out the Under the Sea and Finding Nemo supplies being offered on eBay. Often, you'll find new supplies at a fraction of what they cost at the stores:

Before the Finding Nemo birthday party, make a fish-shaped nametag for each guest using heavy, colorful paper and attach a paper clip to the mouth of each fish. Place all the fish in an empty kiddie pool or decorated box and as each kid arrives, hand them a fishing pole (sturdy stick with a yarn "line" and a magnet "hook"). They throw the line in the kiddie pool or box and when a fish is "caught," write the kid's name on it so that they can wear during the party. You can let them decorate it with markers, stickers, glitter, etc.
Take paper bags and fold the top of each down twice (to make a rim). On the longer sides of the rim punch two holes for each side (4 holes in all). On one side of the bag from the bottom draw a large upside-down U from the bottom left side to the bottom right side. Draw two eyes and a happy face (this is the face of the octopus). Then take crepe paper streamers and glue them to the bottom of each bag to make the tentacles of each octopus. Then thread a pipe cleaner from one hole to the other (on the same side of the
rim) and twist together to secure it. Do the same on the other side of the rim.
For this Finding Nemo activity, each kid gets a baby food jar (or any other little jar or clear water bottle for that matter). They then add small sea beads, glitter, water, baby oil and blue food coloring to create their own ocean!! (Hot-glue the tops on so the ocean doesn't spill on your floor…)
Let the kids draw curvy octopus legs on a large colorful poster board and cut out the design. Then cut a small slit in the center of the board and insert a blown up round balloon. Have the kids glue on jewels for octopus leg suckers and use markers to draw the eyes on the octopus' head.
You can have the kids make edible necklaces from gummy sharks, gummy fish, and gummy octopus by sewing through with a fishing line and blunt needle (if they're old enough) or using gummy candy that already has holes.

Here are some ideas for your Finding Nemo birthday party cuisine. Put small signs on each just to make sure everyone understands that they are munching on real sea foods.
Tip: Put some of the treats in little beach pails with shovels in them.
For ready-made favor packs, take a look at the links above. You can create your own Finding Nemo favor packs using sand pails. Stuff them with fish squirts, a fish card game, fish magnets, little towels, beanie type sea animals, little watercolor sets, sea life bubble bottle necklaces, goggles, gummy fish, gummy sharks, etc.
Another great Finding Nemo birthday party favor idea is to give each kid one or two REAL goldfish in a plastic bag with water. You can give them some fish food as well.
